Experience
David got his start in government and politics as a special assistant to U.S. Senate-confirmed officials at the White House and Department of Homeland Security. These officials leaned on David to execute plans to reach new stakeholders, represent the office at intergovernmental and public events, and articulate their vision of the office to the public. David’s foundation in public service and subsequent experiences have cemented him as a capable leader who delivers results.

The Dream Act
Engaged members of Congress; secured state, local, and national media pitches; and organized business leaders in support of a Dream Act to provide a pathway to U.S. citizenship for undocumented children who arrived in the United States as minors. Highlights:

Policy
Municipal Police Reform
Following the death of George Floyd and the international uprisings calling for police reform, David provided policy counsel to a community group that led to the successful enactment of Proposal 237. Law adds 4 civilian members to the Indianapolis Metropolitan Police Department’s General Orders Board.
Deferred Action for Childhood Arrivals (DACA)
As a member of the Director of United States Citizenship and Immigration Services (USCIS) senior staff, David worked to increase awareness of DACA to specific populations across the United States. At the end of the Obama administration, about 700,000 people were enrolled in the program.
Vote Safe Indiana
Working alongside election lawyers and technology professionals, David helped create a voter intake hotline to troubleshoot voter issues on Election Day.

Public Education
David participates in public events with leading civic leaders to talk about pressing issues including immigration, judiciary, criminal justice reform, and voting rights.
